Actually, it is called an ARTICLE ADJECTIVE
An article is a kind of adjective which is always used with
and gives some information about a noun.

Whenever you see an article, you will find a noun with it.
The noun may be the next word as in : the man
or there may be adjectives and perhaps adverbs between the article
and the noun as in : the very angry, young man.

what should i choose?
to eat, to eating, to be eaten or to be eating.
first i choose to eat but in answer key the correct answer is to eating. is it right?

The answer to your question :
If you use the word "to" you always have to use it with the basic verb [V1]
So it's : to + V1
The answer is to eat.
But I find the problem to be strange :
The children mind______their mother's cooking.
Are you sure the choices are only the ones you mention ? Are you sure the question is correct ?
There's this sentence :
The children don't mind eating their mother's cooking.
It implies that even though their mother's cooking is not very good, the children do not mind eating it.
